VA requires monthly enrollment verification for GI Bill beneficiaries (text/email verification extended to MGIB & DEA, Aug 2025)
Since school year 2021-2022, Post-9/11 GI Bill (Chapter 33) students who receive a Monthly Housing Allowance or kicker must verify monthly that they remain enrolled in the courses their school certified; miss two consecutive months and MHA/kicker payments are held until they verify (Isakson-Roe Act, Pub. L. 116-315 §1010). In August 2025 the VA extended text/email verification to MGIB-AD, MGIB-SR, and Survivors'/Dependents' (DEA) — monthly verification now applies to all VA education beneficiaries who receive monthly payments.
The VA now makes GI Bill students confirm, every month, that they are still in the courses their school certified — and when anything changes, it routes the student straight back to the School Certifying Official (SCO) to update the record. That monthly confirm-or-correct loop is precisely the workflow AllowED automates.
Why it matters (spine). AllowED's pitch is "AI does the most regulated campus workflow correctly, with a human in the loop." This rule is that workflow's monthly heartbeat, and the population that must run it now spans every education program that pays monthly — which widens AllowED's addressable pain. It is direct feature-market fit for AllowED's enrollment-change monitor and dual-certification cells.
Correction vs. the original draft (the beat earning its keep). The draft finding said monthly verification was "expanded to all beneficiaries including Chapter 35 as of January 2026." Against the VA's own record that is wrong on both date and nature: the extension to MGIB-AD, MGIB-SR, and Survivors'/Dependents' (DEA) happened in August 2025, and it extended the text/email verification channels — it did not create a new January-2026 mandate. ("January 2026" in the source refers to an unrelated automation stat: ~69% of DEA supplemental claims auto-processed.) Because Chapter 35 / DEA carries no Monthly Housing Allowance, the specific "miss two months → MHA/kicker on hold" mechanic is Chapter-33-specific; do not assert identical pause mechanics for Chapter 35.
Money angle. The rule exists to prevent overpayments, and it forces two SCO-side actions AllowED already automates — re-certifying enrollment after the drop/add period, and handling a student's "my enrollment changed" (No) reply by updating the VA. AllowED can pitch measurable overpayment-risk reduction on the exact monthly cycle schools must now run.
Meta-crisis lever. Veteran economic mobility: a late or wrong verification creates an overpayment debt that lands on the veteran; correct, timely verification protects benefits they already earned.
Live status (checked 2026-07-06). Active. Base rule and mechanism unchanged since 2021; the MGIB/DEA channel extension (Aug 2025) is current. Note VA's own pages are briefly out of sync — an older Isakson-Roe page still says the requirement "does not impact DEA," superseded by the newer (2025-12-15) VA.gov verification page and the (2026-04-16) VA News update.
Provenance. VA News 146194, "Digital GI Bill updates; 3-millionth enrollment" (VA Education Service, 2026-04-16): "Monthly enrollment verification is required for all VA education and training beneficiaries who receive monthly benefit payments," and "VA extended the ability to verify enrollment via text or email to [MGIB-AD], [MGIB-SR] and Survivors' and Dependents' Educational Assistance in August 2025." Base rule + mechanism — benefits.va.gov Isakson-Roe Enrollment Verification FAQs (updated 2025-06-04): "All Post-9/11 GI Bill students who receive Monthly Housing Allowance (MHA) and/or kicker payments need to verify enrollment every month," and "If you fail to submit enrollment verification for more than two consecutive months, your MHA and/or kicker payments will be put on hold until you verify." Legal basis: Isakson and Roe Veterans Health Care and Benefits Improvement Act of 2020 (Pub. L. 116-315, §1010; effective 2021-08-01). "SCO" appears verbatim in the VA FAQ as "School Certifying Official (SCO)."
So we should ship this as AllowED's first EdKG trust-layer card and confirm the two automation paths above — spec only, no engineering off the BKG P0.
Ship this as AllowED's first EdKG trust-layer card for SCO and student users. Internally, confirm AllowED's enrollment-change monitor and dual-certification cells cover (a) the post-drop/add re-certification the rule requires and (b) the "student replied No → SCO updates VA" path. Spec only; no engineering pulled off the BKG P0.
